Photoelectric or Compton?

Scatter causes noise. So what’s wrong with scatter? Compton scattering, for example, emits the photon at an angle away from the original. When detected, this photon would suggest an origin which is not true, causing noise. Photoelectric absorption, on the other hand, do not emit scatter photons.
